So yes I really need explanation in plain language IFRE is a really, really dangerous element as it can self-brick the ME used incorrectly and I have no idea how to do it jumperless. Jumper method for IFRE is, well, enable and you have a jumper you set.
Wow, that was hard. Said jumper is also the only way to enable write access to the recovery area if you need to bring it up for any reason - usually CPU microcode - and it is terrifyingly easy to brick.

And I have NO idea why. I think that's a nice way to put it. Honestly, chances ASRock B85M Pro4/ASM Intel ME that there is some stupid bug getting hit with MEInfo which is preventing it from reading. MEInfo pretty much ignores every last one of those settings - they just don't have any effect on it.
MEInfo basically is only there to read back those settings once the system has booted the OS, and to confirm whether or not the IME drivers are working. It just does reads.
It does them largely blind. If I flashed that 1. Should I flash a newer version of ME? I have Pentium G, Windows 8.

If I should update, is it possible to brick the mobo? Yes if you do a mistake your mobo can be hang on ASRock B85M Pro4/ASM Intel ME, but if your mod is perfect I think risk is low. About performance I'm not sure, or maybe indirectly?

I also read http: FPT might work also, my Maximus was locked. Almost forgot, after re-programming my BIOS chip with the 9. Cant even get the intel boot agent config ctrl-S at post while in all uefi mode.
